League of Nations. The Armaments Year-Book 1939/40. Geneva: League of Nations, 1940

As a precise measure of the world's armed forces, this is an imperfect book. But it provides an excellent overview of military power at the beginning of the war and it serves as a remarkable documentation of what nations knew about each other's strength at the time.
